Prime Minister Datuk Seri Anwar Ibrahim has announced that there will be no toll rate increases in 2025 for 10 major highways across Malaysia. The federal government will absorb more than RM500 million in compensation to concessionaires to maintain the current toll rates, offering much-needed relief to nearly one million road users nationwide.
The decision is part of the government’s broader commitment to ease the rakyat’s cost of living while managing fiscal responsibilities strategically.

The toll freeze applies to 10 major highways, including the Maju Expressway (MEX), South Klang Valley Expressway (SKVE), Senai–Desaru Expressway (SDE), and East Coast Expressway Phase 2 (LPT2). It also covers the Butterworth Outer Ring Road (BORR), DUKE, Grand Saga (Cheras–Kajang), LATAR, NNKSB, and the Sultan Abdul Halim Mu’adzam Shah Bridge.
“This measure reflects the government’s dedication to protecting the welfare of the people while ensuring infrastructure commitments are met,” Anwar said during the announcement.

The toll hike suspension is expected to benefit approximately 941,000 daily highway users, significantly reducing travel costs amid economic uncertainties. This move aligns with the government’s ongoing strategy to ensure subsidies and public spending deliver maximum impact to the rakyat.
The Finance Ministry will allocate the necessary funds, ensuring concessionaire agreements are honored without burdening users.
The freeze will be effective throughout 2025, with toll adjustments potentially returning in 2026 subject to review. Analysts suggest this decision may pave the way for a more comprehensive overhaul of toll policy frameworks in the future.
